Kiuchi brewery was established in 1823 by Kiuchi Gihei, the village headman of Kounosu Naka-gun. The Kiuchi family collected rice as land tax and paid this rice to the Mito Tokugawa clan. This clan was one of the three main families of the Tokugawa Shogunate who ruled Japan from the 17th to the 19th centuries (EDO period).
Since Sake was also accepted as tax payment, Kiuchi Gihei decided that brewing was more efficient than warehousing the rice. He purchased the necessary equipment and started producing sake.
Around the same time the Tokugawa period was coming to an end. The almost complete isolation of Japan under the Shoguns (ban of foreign books, very limited trade), natural disaster, famine and the steady worsening of finances made reform necessary.
